Will i be able to lose 25 pounds in 2 months?

i'm not trying to gain muscle running 4 miles everyday eating healthy,small portions low-carbs no junkfood or sugars pretty much just meat fruit and vegetables and drinking at least 8 glasses of ice cold water a day. also will i be able to go down about 3 inches in my hips?
